Hawaii Governor Josh Green has comfortably won the Democratic primary, solidifying his position as the party’s nominee for the upcoming general election. The incumbent, first elected in 2022, faced a field of three lesser-known challengers but emerged with a decisive victory, setting the stage for a fall contest against the Republican candidate.
A Smooth Path to Nomination
Governor Green entered the primary with a respectable 56% approval rating, indicating a generally positive reception to his administration’s performance. His primary opponents included David “Duke” Bourgoin, who had previously challenged Green for the governorship in 2022, along with George “Teva” Lucas-Tadeo and Lauren Kapoliahiʻiaka Shim. While Bourgoin had some prior electoral experience, his previous run against Green garnered a mere 590 votes compared to Green’s substantial 158,161. Bourgoin’s past attempts to win the Honolulu mayoralty in 2022 and 2024 also proved unsuccessful.
The other Democratic challengers, Lucas-Tadeo and Shim, presented minimal opposition. Lucas-Tadeo, who identified as a Democratic socialist, campaigned on platforms that included proposals for publicly operated grocery stores and marijuana legalization, ideas that apparently failed to resonate widely with Hawaii’s Democratic electorate. Notably, neither Lucas-Tadeo nor Shim maintained campaign websites, and as of June 30, neither had reported any campaign fundraising, according to reports from Honolulu Civil Beat. In stark contrast, Governor Green had amassed approximately $3.5 million in campaign funds.
GOP Challenger Trails in Fundraising
The Republican nominee, Gary Cordery, while the second-highest fundraiser in the race, had brought in significantly less than the incumbent governor, with around $313,000 raised. This considerable fundraising disparity highlights Green’s strong financial advantage heading into the general election. Hawaii has not seen a Republican governor since Linda Lingle concluded her term in 2010, suggesting a historical lean towards Democratic leadership in the state’s executive office.
Context of Hawaii Primaries
Typically, Hawaii’s Democratic primaries feature candidates with notable name recognition. For instance, the 2022 primary saw Green competing against prominent figures such as U.S. Representative Kai Kahele and former First Lady Vicky Cayetano. The relative lack of significant challenges in the current primary cycle suggests a degree of satisfaction with Green’s gubernatorial performance.
John Hart, a communications professor at Hawaiʻi Pacific University, commented on the situation, suggesting that Green’s policies have generally been well-received, without generating substantial opposition. “So, why would you throw your hat in the ring on a suicide run when there are other offices that are more achievable?” Hart mused to Civil Beat, explaining the lack of formidable primary challengers.
Governor Addresses Key Issues
Governor Green highlighted his administration’s response to significant recent events, including the devastating 2023 Lahaina wildfire, which resulted in 102 fatalities, and the widespread flooding caused by the March Kona low storms, which inflicted over $1 billion in damages. “We were very present and I think pretty competent and compassionate in our response and we heard from a lot of people — both politicians and just, people — that they appreciated that,” Green stated in his remarks to Civil Beat.
He further elaborated on the lack of strong Democratic opposition, suggesting that his administration’s actions did not create the kind of divisions that typically invite primary challenges. “It just didn’t create a scenario in which another Democrat thought it made sense to run against us,” Green explained. “I didn’t set out to get into fights with people, I really just tried to do this job. So, It didn’t create the usual opening where there was a big divide where people would come after me.”
Looking Ahead to the General Election
With the primary behind him, Governor Green is now focused on the general election. The Cook Political Report, a non-partisan election forecasting group, rates the race as leaning 13 points in favor of the Democratic Party, positioning Green as a strong favorite for re-election. His victory in the primary ensures he will face the Republican nominee, Gary Cordery, in November, in a contest that will determine the leadership of Hawaii for the next four years.
The upcoming election will test Green’s ability to maintain public support following his first term, which included navigating the complexities of disaster recovery and managing the state’s economy. His campaign is expected to emphasize his administration’s achievements and its approach to governance, while Cordery will likely aim to present a contrasting vision for Hawaii’s future.
