Authorities have revealed new details regarding a series of arson incidents targeting properties linked to United Kingdom Prime Minister Keir Starmer, with allegations that the perpetrators were directed by a handler communicating in Russian. Investigations suggest a coordinated campaign was planned for May 2025 in London, involving a vehicle fire and two residential properties associated with Starmer.

Allegations of Russian Sabotage Operation

Analysis indicates that the handler is believed to be a diplomat with training in information warfare, potentially part of a broader Russian operation aimed at sabotage and disinformation originating from Moscow. This information has been reported by the Kyiv Post.

Two individuals, Ukrainian national Roman Lavrynovych, 22, and Romanian national Stanislav Carpiuc, 27, have been convicted in connection with the plot. Police and court documents state that Lavrynovych was recruited via the messaging platform Telegram by a Russian-speaking handler identified as “El Money.” Carpiuc, who was also reportedly born in Ukraine, was implicated alongside him. A third defendant, Petro Pochynok, 35, was acquitted of the charges.

Recruitment and Direction of Suspects

According to investigative findings, Lavrynovych was approached by the handler, whose contact was saved as “El Money” in his phone. The handler allegedly provided instructions for a series of escalating tasks, promising financial compensation for their completion. In one message cited by investigators, the handler stated, “Look, you attacked the home of a very high-ranking person in Britain. I’ll send you the money you need to leave the city.”

Further reports suggest that “El Money” offered Lavrynovych Russian citizenship in exchange for carrying out the attacks. The handler also reportedly expressed consistent support for Russian President Vladimir Putin. Evidence gathered indicates that “El Money” received training in information warfare from individuals described as propagandists and intelligence operatives.

Remote Coordination and Social Division Tactics

Investigators have detailed that Russian operatives are alleged to have orchestrated the campaign remotely, utilizing social media platforms and Telegram. The operation reportedly involved the creation of fake online communities, purportedly representing far-right and Muslim groups, with the aim of fostering division and fear within the United Kingdom.

The Russian Embassy has reportedly denied any involvement in these activities, issuing a statement rejecting any attempts to link Russia or its foreign ministry to unlawful actions.

Timeline of Arson Attacks

The three arson attacks occurred over a five-day period in May 2025. The initial incident on May 8 involved a fire set to a Toyota vehicle that was previously owned by Keir Starmer. On May 11, a second fire was ignited at the entrance of a residential property managed by a company where Starmer had previously held a directorship and shareholder status. The final attack, on May 12, targeted a house owned by the prime minister.

Official Statements on Recklessness

Commander Helen Flanagan, who heads Counter Terrorism Policing London, commented on the incidents, stating, “The actions of the two men involved in these arson attacks were incredibly reckless, and it was sheer luck that nobody was killed or injured.”

Arrests and Investigation

Police apprehended Lavrynovych on May 13, following the discovery of CCTV footage and phone records that linked him to the attacks, including evidence of pre-attack reconnaissance. Carpiuc was arrested on May 17 at Luton Airport’s departure lounge, shortly before he was due to board a flight to Romania.
